The City of Tshwane has been dealt a major blow by the Supreme Court of Appeal (SCA), which barred the metro from expropriating privately owned property to circumvent another court order. The case arose after hundreds of unlawful occupiers settled on land owned by Summer Season Trading 63 (Pty) Ltd.
